I don't know what you've heard but Berlin is not a bad place for shopping, it is just that it doesn't have an actual shopping artery as other major cities. The closest Berlin gets to a shopping strip is the Kurfuersterndammarea and its extension Tauentzienstrasse, along which you will find the Harrods of Germany that is the nickname for KaDeWe supermarket.
