The Fernsehturm (TV Tower) in Berlin is awesome for this purpose. It is situated on Panoramastrasse 1 A, in the Mitte area, and is opened from 10 a.m. to 1 a.m., thus you can go for night pictures, too. You'll have to pay a small admission fee, but it's worth it, considering you can sip your coffee in the revolving Telecafe at 207 meters.
